FOR CONSULTANCY SERVICES
For Strengthening Veterinary Institutional Capacity for Strategic Planning,
Building Capacity for Economic Analysis of Zoonotic Diseases and Development
of an Inter-
Institutional ‘One Health’ Communication Strategy

The Republic of Turkey has received
a grant from the World Bank’s Institutional
Development Fund (“IDF”)
through the World Bank to finance the project Turkey: IDF
Grant for Strengthening Institutional Capacity for One Health Strategic Planning and
Economic Analysis Project.
The objective of the Project is to build the Recipient’s capacity for planning and making
decisions in relation to animal health services and public health systems for zoonotic
diseases through the application of analytical tools and processes. The Project consists of
the following parts: Part 1: Strengthening Veterinary Institutional Capacity for Strategic
Planning; Part 2: Building Capacity for Evaluation of the Public Health System; Part
3:Building Capacity for Economic Analysis of Zoonotic Diseases and Part 4:
Communication and Intersectoral Collaboration.
Parts 1, 3 and 4 of the Project shall be carried out through the Ministry of Food,
Agriculture and Livestock (MFAL) and Part 2 of the Project shall be carried out through
the Ministry of Health (MoH).
The estimated duration of services is 12 (twelve) months.
The Ministry of Food, Agriculture and Livestock General Directorate of Food and
Control (GDFC)
now invites eligible consultants to indicate their interest in providing the
services. Interested consultants must provide information indicating that they are qualified
to perform the services through submittal of the following information to GDFC:
1. Consultant Company shall have an experience in (i) economic assessments of
zoonotic disease in developing and middle income countries; (ii) assessing the
quality and efficiency of Veterinary Services; and (iii) communication
strategies
2. Consultant Company shall have an experience with the evaluation framework
and methods of the World Organization for Animal Health (OIE), including
the PVS pathway;
3. Consultant Company shall have personnel with expertise and experience in
economic analysis, strategic plan preparation and communication;
4. Consultant Company shall submit the list of references of institutions and
organizations with the names of contact persons, and the work completion
certificates from those institutions certifying that the company has completed its
task satisfactorily.
Consultants will be selected in accordance with the
Consultants’ Qualifications (CQS)
procedures set out in the
World Bank’s “Guidelines: Selection and Employment of
Consultants 04
by World Bank Borrowers” published by the World Bank in January 2011
(“Consultant Guidelines”)
.
Consultants may associate to enhance their qualifications. The “association”
may take the
form of a Joint Venture or a sub-consultancy. In case of a Joint Venture(JV), all members
of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and
severally liable for the assignment and shall sign the contract jointly in case of award is
made to that JV group. Interested consultants should clearly indicate the structure of their
“association” and the duties of the partners and sub
-consultants in their application.
Unclear expressions of interest in terms of
“in association with” and/or “in affiliation with”
and etc. without indicating the status of the partnership and designation of the lead partner
may not be considered for short listing.
Interested consultants may obtain further information at the address below during office

Expressions of interest must be delivered to the address below by .04/May/2012 till 17.30
(local time) hours by hand delivery, registered mail or courier service together with an
application letter including the necessary qualification documents, name, address, phone
and facsimile number of the company.
Applications sent by e-mail shall not be considered for short listing.
